The US has said it launched a failed raid in Yemen to rescue a captive US photojournalist, which al Qaeda said was "foolish".
The National Security Council (NSC) said on Thursday that American and Yemeni forces recently tried to free Luke Somers, 33.
NSC spokeswoman Bernadette Meehan said: "Regrettably, Luke was not present, though hostages of other nationalities were present and were rescued."
She said the operation showed the US would "spare no effort to secure the safe return of our citizens and to hold their captors accountable".
The White House said President Barack Obama had approved the rescue operation last month.
Defence Department spokesman Rear Admiral John Kirby said some hostages had been rescued, but that Mr Somers was "not present at the targeted location".
The New York Times reports that eight other hostages were rescued in the raid involving about two dozen US Navy SEAL commandos.
The elite troops took al Qaeda militants by surprise in a mountain cave during the night-time operation, it said.
Yemen's defence ministry said last week that al Qaeda moved hostages, including a US journalist, a Briton and a South African, before a joint US-Yemeni raid in southeastern Hadramawt province to free one of them.
Mr Somers, who was born in England but has lived in the US for most of his life, was captured by the Arabian Peninsula wing of the extremist group (AQAP) in Sana'a in September 2013.
AQAP has released a video with a message saying it will kill the hostage in three days if its demands are not met.
The three-minute clip first shows Nasser bin Ali al Ansi, a local al Qaeda official, speaking about alleged American crimes against the Muslim world.
Later in the video, Mr Somers says: "It's now been well over a year since I've been kidnapped in Sana'a.
"Basically, I'm looking for any help that can get me out of this situation. I'm certain that my life is in danger."
AQAP is considered the most dangerous affiliate of al Qaeda by Washington.
Mr Somers was in Sana'a to work as a photojournalist for the Yemen Times.
Yemen is an ally of the US in the fight against al Qaeda, with drones operating against the group over its territory.
